The IPMA Organizational Competence Baseline, Version 2.0 (OCB2), provides a holistic framework for understanding, assessing and developing organizational competence in managing projects, programs and portfolios. It offers a common reference for organizations seeking to strengthen the conditions in which project-oriented work can succeed.

OCB2 builds on the established IPMA approach while strengthening the connection between organizational context, governance, leadership and project, program and portfolio performance. It places greater emphasis on creating an enabling environment in which people and teams can apply their competence, projects can deliver value, and strategic objectives can be achieved.

OCB2 offers insights for top managers, senior executives, project, program and portfolio leaders, functional managers, project professionals, consultants, educators, trainers and coaches. It supports organizations in understanding their current capabilities, identifying areas for development and continuously improving how they manage project, program and portfolio work.
