Projects and programs are increasingly expected to deliver value in complex and changing environments. Success is no longer defined only by delivering agreed outputs. It also depends on creating meaningful outcomes, realizing benefits, generating value and achieving sustainable results for stakeholders.

The IPMA Project Excellence Baseline, Version 2.0 (PEB2), provides a framework for understanding, assessing and developing excellence in projects and programs. It offers a common reference for project teams, leaders, organizations, assessors, educators, trainers, consultants and other stakeholders seeking to improve project performance and results.

PEB2 builds on the established IPMA approach to project excellence while strengthening the connection between people, practices and results. It places greater emphasis on value creation, outcomes, benefits, sustainability and the ability of projects and programs to respond to changing contexts.

PEB2 supports project and program teams in reflecting on their approaches, understanding their strengths, identifying opportunities for improvement and learning from experience. It can be used for self-assessment, benchmarking, development and recognition of project excellence, independent of a specific methodology, industry or delivery approach. For organizations it provides a concept and the tools to continuously improve their approach to deliver value with projects and programs.

Excellence is not achieved through individual practices alone. It emerges from the way people, purpose, processes, resources and results work together to create value and sustainable outcomes.
