What is BiSL?
BiSL, the Business Information Services Library, is a framework and collection of best practices for business information management. It was developed by the Dutch IT service provider PinkRoccade and transferred to the public domain in 2005; the current version is the 4th Edition, published in 2024. BiSL focuses on how business organizations can improve control over their information provisioning — the demand for business support, the use of information systems, non-automated information provision, and contracts and arrangements with IT suppliers. The library consists of a framework, best practices, standard templates and a self-assessment.
The BiSL framework
The BiSL framework describes all the processes that enable the control of information provisioning from a business perspective. It distinguishes seven process clusters across three levels — operational, managing and strategic.
At the operational level, the use management cluster provides optimum, ongoing support of the information provision, while the functionality management cluster structures and effects changes to it; the connecting processes cluster handles decisions about which changes to make and how to implement them. The management processes cluster ensures all activities in the business information management domain are managed in an integrated way, and the strategic clusters develop realizable strategies and policies.
